Dr Foo retired from ANZ in April 2015 after a successful career of 16 years as CEO ANZ Singapore and Vice Chairman
South/South East Asia where he led the growth of its operations from about 85 to 2,200 staff.
Prior to ANZ, Dr Foo was with Schroders International Merchant Bankers Ltd between 1993-1999 as Regional South
East Asia Head of Investment Banking heading M&A/Corporate Finance Advisory & Equity Capital Markets and was
also President Director of Schroders Indonesia where he lived in Jakarta for 4 years. Bill also worked at Citicorp
Investment Bank/Citibank and Bank America for 10 years from 1983 in various corporate and investment banking
Dr Foo graduated from McGill University (MBA) and Concordia University (BAdmin), and was active on several
finance industry councils chairing various banking committees for about 12 years (Association of Banks in Singapore
and Singapore Investment Banking Association).
Dr Foo is active in community work as a Patron of the Bukit Timah Citizen Consultative Committee (CCC) in the
Holland Bukit Timah GRC. Mr. Foo was appointed in 2014 by then Foreign and Law Minister K. Shanmugam as
Chairman of Heartware Youth, one of the largest youth organizations and charities in Singapore. He is also Chairman
of Salvation Army Singapore/South Asia Advisory Board.
Dr Foo’s past community involvement included service on the Legal Inquiry & Disciplinary Committee Panels
appointed by the Singapore Chief Justice for 4 years, and was Treasurer of the Singapore Island Country & Golf Club
for 2 years.
Dr Foo also served on various entities including being a Non-Executive Director of International Enterprise
Singapore(Trade Agency) for 4 years where he chaired the Audit Committee. Bill was also a Non-Executive
Independent Director of Temasek Life Sciences Ventures (3 years) and served on several SGX listed companies (as
Chair of the Audit Committee).
In November 2013, Dr Foo was awarded an honorary doctorate from James Cook University, a comprehensive
university of Queensland Australia with about 4,000 students in Singapore in recognition of his contribution to
education and the community. Bill is also on the National University of Singapore President's Advancement Advisory
Dr Foo is now a professional director and advisor to various companies including Unigestion Asia (as Chairman),
part of an international investment management group managing about US$20 billion in equities, hedge funds and
private equity. Bill is also a Senior Adviser at Lazard Asia, a preeminent global investment banking firm in mergers
and aquisitions advisory.
He was recently appointed an Independent Director and Audit Chairman of SGX listed Mewah International Inc., ASX
listed Academies Australasia Group Ltd, and IC Power Pte Ltd, a company that is filing for an IPO listing on the New
York Stock Exchange.
Bill is also Chairman of the Singapore Business Circle in Singapore, in association with the Trans-Tasman Business
Circle to promote closer economic ties between Australia, New Zealand, Singapore and the region.
