Leadership concepts for successful digital innovation in the public sector

Most policy or service delivery reform programs are now reliant on the successful delivery of digital innovation. Creating the conditions for delivery success is a key responsibility of all executives ... but many still regard ICT projects as risky. Steve will reflect on the mindsets and skills necessary to enable public sector executives to provide effective and confident leadership of digital innovation. He will discuss case studies of successful projects in his department and provide insights into how to set up a multi-year program of ICT projects that will minimise risk and deliver results.

Steve is the department CIO and Director of the Business Technology & Information Management branch.

He was awarded Australian State & Local Government CIO of the Year in the 2017 ITNews Benchmark Awards and was ranked #7 in the IDG CIO50 list of the top CIOs in Australia in 2017.
Steve is a member of the Victorian Government’s Cybersecurity Strategy Group and chairs the CenITex Cybersecurity Customer Group.
He was previously Chief Analyst Public Sector for the UK–based research & advisory firm Ovum for 8 years. Prior to this he was Director eGovernment Strategy & Policy and Deputy CIO for the Victorian State Government in the Department of Premier and Cabinet.
His earlier career includes founding and selling an eCommerce start-up and a range of consulting and executive roles in the government and utilities sectors in Europe and Australasia.
He has a doctorate in Management Studies from the University of Oxford and a First Class Honours Degree in Information Systems from the University of Otago in New Zealand.
Steve actively publishes thought leadership articles and promotes the department’s ICT achievements on LinkedIn -
