Mr Khoo began his career in the Singapore Police Force in 1977, after a short stint in the Singapore Armed Forces and was its Commissioner from 1997 to 2010. He also served as President of INTERPOL from 2008 to 2012. Mr Khoo was the Senior Deputy Secretary of the Ministry of Home Affairs from 2010 to 2014 and its Senior Advisor till 2016, concurrently assuming the appointment of Director of the Institute of Leadership and Organisation Development, Civil Service College in 2013. Upon his retirement from the Government in 2016, he remains a Senior Fellow of the Civil Service College and the Home Team Academy.
Mr Khoo obtained his Bachelor of Arts (Engineering Science & Economics) from Oxford University in 1976 and his Master in Public Administration from the Kennedy School of Government, Harvard in 1982. He attended the Advanced Management Program at Wharton in 2002 and has received numerous international honours and local awards.
He is the Deputy Chairman of the Singapore Quality Award Governing Council and also a board member of Singapore Technologies Engineering Ltd, Singapore Health Services Pte Ltd, Ministry of Health Holdings, Casino Regulatory Authority of Singapore, Certis CISCO, Quann World and Temasek Foundation International.
He is an Advisor to INTERPOL, Singapore’s National Cybersecurity R&D Programme, Standard Chartered Bank UK’s Board Financial Crime Risk Committee and Palo Alto Networks’ Public Sector Council. He is also a member of the Global Commission for the Stability of Cyberspace and of the Global Initiative against Transnational Organised Crime. He was Chairman of Technology Against Crime, the organiser of the International Forum on Technologies for a Safer World, based in France; and served on the Independent Commission on the Future of UK Policing, as well as the World Economic Forum Meta-Council on the Illicit Economy. He co-chaired the first three US-Singapore Law Enforcement Homeland Security and Safety Co-operation Dialogue with his counterparts from the US Department of Justice and the first two ASEAN Senior Officials’ Roundtable on Cybercrime as well as the Singapore Safe City testbed initiative. He was the Chairman of the Milipol Asia Pacific Conference 2017.
